
Cluster for the promotion of «Homeland Security»
The Sea Innovation and Business Cluster promotes the development of products and services for the control, prevention and management of threats coming from the sea, in order to become one of the key actors in Homeland Security, in France, Europe and for the Mediterranean Basin.

Maritime safety and security sectors have become ultra-sensitive faced with the growing need for the protection of goods and persons against multiple threats coming from the sea.
The growth and diversification of maritime activities has lead to an increase and an evolution of threats; this new situation requires the consideration of individual threats (navigation, accidents, terrorism, immigration, illicit traffic and pollution) and environmental threats (natural resources and disasters).
New products must be placed on the market and diversified developments must be centred around new technologies, in particular to make the transition from traditional military markets to innovative civil markets.
In this context, the Pôle Mer seeks to sustain the industrial base of the Provence Alpes Côte d’Azur region by promoting their know-how in security projects oriented towards these two markets and by supporting companies in the development of new ranges of services.
In view of these emerging markets, it has become strategically important to adopt a global-oriented and coordinated approach that is based on optimal information sharing between the various security actors.
The Pôle Mer PACA supports companies and research centres in carrying out a marketing strategy by targeting emerging markets in the field of maritime security and safety. This requires adapting to new economic situations, being innovative and remaining reactive.
Going beyond specific expertise which should serve as its showcase, the Pôle Mer is concentrating on information technologies, in the broadest sense: sharing of key information for a global approach to security management.
For many years, the Provence Alpes Côte d’Azur region has been housing major companies working in the field of maritime safety and security as well as a vast network of subcontractors, research and training centres.
Most of them are involved in the Pôle Mer actions to evolve towards innovative markets. Likewise, they engage in new international partnerships, especially with Mediterranean countries that face similar situations and challenges.
Their activities are supported by the French Navy and the DGA (the french defense procurement agency), which have been actively involved since the very start of the cluster.
